Clifton Quarry is an existing sand and gravel quarry operated by Tarmac near Clifton and Severn Stoke villages in Worcestershire. The site already has planning permission for mineral extraction. An extension to the original planning application was granted 12 July 2016 (ref 15/000006/CM via Worcestershire County Council) for proposed mineral extraction of 2.2 million tonnes by phased extension to the existing quarry, with restoration to agriculture and nature conservation. Workings have taken place only on the western side of the A38 thus far.
In July 2026 the company began a pre-application public consultation on proposals to move extraction into the eastern part of the permitted site, to vary some conditions of the existing permission and an extension of the quarry's operational life from 2030 to 2039.
This Parish Council is a standard consultee for any planning application on site and also has a parish councillor representative that attends the local community liaison group. At this group, Parish Councillors have represented nearby homes to obtain assurances for mitigation of noise and dust.
Tarmac public consultation: Monday 13 July to Sunday 16 August 2026, with responses accepted from residents via the Tarmac website here (https://clifton-quarry.tarmac.com/) That website includes the Tarmac plans and proposals for the site.
The formal Parish Council response to the July 2026 Consultation was sent to both Tarmac and the County Council. The Parish Council response (in summary) raised concerns that regular HGV crossings of a major strategic road will inevitably increase risk and, that many of the assurances provided rely on voluntary operational practices rather than enforceable planning requirements.

This Parish Council will be formally consulted by the Mineral Planning Authority (Worcestershire County Council) once an application is received by them from Tarmac. Tarmac anticipate that they will submit an application to Worcestershire County Council later in 2026.
