Parish councils are statutory bodies and are funded principally by an annual precept. Income and expenditure for the next financial year are calculated in the form of estimates. The net amount (the precept) is added to council tax, collected by the county, borough or district council (principal authorities) and paid to parishes in two six-monthly instalments. Parish and town councils can apply for other funding such as grant and funding awards, but they do not receive funds direct from central government, as principal authorities do.
A parish councillor is the voluntary, unpaid holder of a public office, whose main job is to actively participate in the collective decision-making processes of the council. A councillor’s normal term of office, when elected by a general ballot is for 4 years. Anyone aged 18+ who is a citizen of the UK, lives or works in the Parish (or within 3 miles) and has no legal exclusions (such as convictions) may put themselves forward to be a candidate. Occasionally, vacancies arise and subject to various statutory notices, consultations and periods of time, these can be filled by co-option - known as a Casual Vacancy. Seeing a community change for the better, as a result of decisions you as a parish councillor have helped make, is something that can give you a sense of achievement and pride.
Severn Stoke and Croome d'Abitot Parish Council is actually two Parish Areas combined. A resident petition was made for a merger of Severn Stoke Council Area and Croome d’Abitot Council Area in 1953 and this was ratified by the County Council in May 1955. This means that when a resident applies to join the council via co-option or via formal election, they apply to represent either Severn Stoke Parish Area or Croome d'Abitot Parish Area and then formally take their seat on the 'joint' Parish Council. This doesn't stop a Councillor from conducting business in the 'other' area and all Councillors have the same duties and responsibilities. The only time it really makes a difference is during referendums and elections. 'Would-be-Councillors' often apply to represent the Parish Area in which they live, but there is no requirement to do so.
